Digital India a Vision

On the mid night of 8th November in India, demonetization of big currency ₹500 and ₹1000 banknotes started with some reliefs for limited time.

It is a bold and calculated move by Mr. Prime Minister. To end the menace of black money & corruption for making crime free India, there may be more such bold moves planned in his brain. It seems there is a Digital India in his vision with complete transparent policies from Government and expecting citizens also to be honest and transparent in their business.

Such Assumptions may be:

- Bank accounts and Aadhaar(Unique ID) cards for all to be Mandatory.

- Bank Accounts connected with Biometric Aadhaar(Unique ID)

- Seizure of Benami Properties.

- Demonetization of all currency notes & coins. Means no hard currency in use. Only plastic money and/or e money can be used.

- Abolish all Direct and Indirect taxes.

- Only one very nominal new tax to be introduced calling it as 'Transaction Tax' which will be applicable to all credit and debit entries.

- All transactions to be routed through banking gate way mentioning only 'Purpose of Payment'. Means no banned product like drugs, weapon can be purchased. Above all no bribes can be made.

- Police is divided in two sections one looking after 'Law & Order' and second one looking after 'Investigation'.

- Old obsolete laws to be scrapped/amended.

- All criminal complaints to be filed digitally and to be examined first before registration of cases. If complaint filed is false then case to be registered against complainant.

- In all criminal cases except Heinous crimes no power of arrest with police. i.e first Investigate and then arrest through Court orders.

- Juries of eminent and independent citizens to hear Cases and give opinion to the Court.

- Courts are fully digital and Court cases to be heard under video recording.

- If proved case is filed false then immediate action under perjury against the petitioner.

- Accountability of Judges.

There may be many more such assumptions for making great India to be number one in the universe. With my limited knowledge, I have tried to relate in a fiction below. All are requested to please post their own suggestions.

Prologue

India, the BHARAT was a leading economically and sound culture country with one of best education system in the world. Some of them were: Takshashila University, Pataliputra University, Vikramashila University and Nalanda University etc. Where students from all over world were keen to study.

Lord Macaulay said the following about India on 2nd February 1835 in British Parliament.

"I have traveled across the length and breadth of India and I have not seen one person who is a beggar, who is a thief. Such wealth I have seen in this country, such high moral values, people of such calibre, that I do not think we would ever conquer this country, unless we break the very backbone of this nation, which is her spiritual and cultural heritage, and, therefore, I propose that we replace her old and ancient education system, her culture, for if the Indians think that all that is foreign and English is good and greater than their own, they will lose their self-esteem, their native self-culture and they will become what we want them, a truly dominated nation."

British Raj brought legislative The English Education Act in 1835 of the Council of India Formerly, henceforward they were to support establishments teaching a Western curriculum with English as the language of instruction. Together with other measures promoting English as the language of administration and of the higher law courts (replacing Persian), this led eventually to English becoming one of the languages of India, rather than simply the native tongue of its foreign rulers.

The downfall of our own traditional education gave the evil fruits of corruption, rise in crimes, loss of moral ethics, individualism etc.

Further for their own ill motives  British Raj introduced Cr.Pc Act 1861, which was the outcome of Mutiny of 1857. 

They wished to give power to police to arrest anyone after registration of FIR(First Information Report). They alleged to have misused judiciary as per their own sweet will. Many young children of Mother India were executed using those laws. Like on 23 March, 1931 Shaheed Bhagat Singh was executed by the British after a sham trial for his involvement in the Lahore Conspiracy Case at the young age of 23 only. This resulted into excessive increase in powers of law and order. Which gave birth to corruption and biased Justice. Misusing and twisting of criminal laws to extort pressure increased the litigations. Justice which was rare got delayed too. Justice delayed is Justice denied. In current scenario it may be said that there is no Justice at all for common man. 

Result is system is on the verge of collapse and the biggest irony is most of people don't wish to change the system.

System fails when people with Ability don't wish to Change the System and people with Authority don't have ability to run the System

It is easier to make system and more easy to break/tilt the system BUT most difficult to change the system. Believe in yourself, have faith in GOD and be a part to change the system.

Story

In my last night dream, I could visualize a fully Digital India. 

In my last dream sequence, I saw Chief Justice of Universe Lord SATURN saying to his fellow friend lord Hanuman: Dear Hanu I think this is the real Ramrajya (राम राज्य). After centuries I am seeing no one is betraying other fellow human being in India. This has made me free and now we can plan a holiday together.

HANUMAN: Dear friend Shani, you have taken words from my heart. Today morning I requested Lord RAMA to give me some vacations. HE said to go from Monday after GANESHA joins his duty , who is back from Immersion celebrations (गणपति विसर्जन). I will handover my charge to GANESHA and we can move from Tuesday.

SATURN: On Tuesday you would be busy in answering weekly prayers of your billion of devotees. Let us plan it for Wednesday.

HANUMAN: That is not an issue, now a days people are living & praying in happy times. So not much of jobs for me to handle their grievances.

Financially Digital India

All residents have Bank Accounts connected with Biometric Aadhaar(Unique ID) Cards. No identity of anyone is forged or concealed. To have Bank account and Aadhaar card is mandatory for everyone.

All government taxes have been abolished. All means ALL no direct or indirect taxes. The only applicable tax is Transaction Tax, which is mere 0.1% of total transaction value. That means no cash transaction is permissible, whatever currency notes available with any citizen are deposited in banks.

Everyone is given a strict time of Seven days to deposit all unaccounted money. For unaccounted cash 30% has been transferred in to Government Account and balance 70% in account holder names.

Taxation is simple for any small or big transaction, digital money is to be used by cards or transfer only. Each transaction attracts 0.1% deduction from both payee and receiver account to be transferred to Government account as tax. The only information provided is the reason of payment like for purchase of vegetables or wine or house or medicine or grocery or milk or merchandise etc. etc.

For example, if one has to take a cab or even pay to a cobbler or to any vegetable vendor. He will credit the account of selling vendor with the amount and 0.1% from his account will be deposited in Government Account. Vendors will receive the payments in their account with 0.1% deduction being credited to Government account. So practically for each and every penny of transactions Government will get 0.2%.

This has taken all black market illegal trades out of business as no money can be transferred in to illegal items like drugs, terror, ransom, hawala, bribe etc. No room is left for use of currency money so crime has been dropped drastically by 76%.

I see clearly that one conman goes to a policeman to register a false case against his neighbor but police man does not register case. Because he cannot pay any bribe through digital money transfer and cash is not available to anyone.

The collection of revenue is increased by whopping 267%.

Manpower involved in recovery of taxes and its preventive, and anti evasion units have become free. Employees spared from these departments are being used in other social activities like creating awareness in masses about their Swatch Bharat etc.

Transaction Tax collected through Government is being used in all welfare of citizens. No middleman is involved as no chance of paying to middleman, country is getting all works done with 56% saving from last contracts. 

Everyone can easily remit or receive money from other countries, rule is same to write reason of payment and pay 0.1% Transaction Tax. Banks are loaded with funds. Indian Rupee is the strongest currency tradable throughout the world. Banks from Mars and other planets are dying to deal in Indian Rupee.

Interest rates have dipped to the ground level. Deposit rate is two percent annum and loan interest rate is 2.25% Per annum.

Black money is gone, housing has become cheaper and affordable for all. Government is promoting scheme for One House for Everyone. There is no interest on the home loans provided by banks for the first home by anyone. Government is bearing for 2.25% pa interest paid for first home for citizens.

Buisness is booming with lower interest rates and zeroing of political and goons overheads. Make in India product have become damn cheaper in prices compared to China and quality is much better than Japan.

Digital Justice

Cr. Pc 1861 has been scrapped and new Cr. Pc act has been introduced.

Powers of arrest by police has been seized. Police has been divided in to two units one is for maintaining law and order and second is for doing investigation. Salaries and duty hours of police are made at par with other corporates.

Complaints are to be filed digitally and within 24 Hours the complaints are marked to five different independent experts of laws, with hiding of names of complainant and proposed accused. Simultaneously investigating officer has to examine the complaint. Within seven working days the reports are to be submitted digitally by all with their respective opinions.

If complaint found fit, the case gets registered. If complaint found false with ulterior motives or vendetta, immediately the case gets registered against the complainant with same criminal charges against him under which he alleged complaint. This has reduced filing of new cases by impressive 86%.

26570 new Judges have been appointed. Transparency in judiciary has started. All cases in all courts are heard under camera with recording of proceedings. Trials are completed within six months after registration of cases. After completion of trials within 48 hours, all the court proceedings are sent to eleven Jury members selected randomly from citizens concealing names of accused and complainant. Their opinions are sought in next fifteen days. Judges pronounce their judgments digitally after considering and mentioning the decision of Jury Members.

It has been made mandatory that arrest can be made by the orders of Courts only under only heinous crime of murder, rape, terror activities and drugs abuse. For rest all alleged first investigation is to be completed and if found guilty & must, only then arrest can be made by the orders of Court.

Pendency of old cases are brought down to 2.2 million cases. Now no one fears to visit police station and Courts with genuine concerns.

Accountability of Judiciary has started. Any Judge found with misconduct or misusing judicial brain is first of all debarred from judicial powers. He/she is assigned administrative jobs till his/her case of misconduct is not investigated. If found guilty is sacked at once and has to face sentence like any other citizen of India.

Jails are known as Reform centers. Reform centers are different for convicts and different for under trials.

Crimes on street, against women, financial frauds to be precise on any level is almost finish. People are contended with the life. Women are roaming freely even at 1.30am not only in Gujarat but throughout India in Navratri Garbas (नवरात्रि गरबा).  

In my dream, I saw every citizen in India roaming freely with satisfaction and smiles on their faces. I felt there were no fears on their faces. It should be due to the reasons of completely honesty in society, no cash no loot, no bribes no cheating, no criminals no ill wealth. All being living in positive environment have made our great country India number one super power of universe.

Humble Request

Every system has its own merits and demerits. If we wish to change the system first and most primary is we CHANGE OURSELVES FIRST. We have to change our mindset and think positive that YES We all can change it for the betterment of society.

Nature has its own laws that first it changes every moment. No single moment is similar to the last moment gone or to the future moment to come. 

Another is law of patience; one can plant trees to get fruits but the nature cycle has its own time to give fruits. e.g. one can plan to have children but you cannot decrease the gestation cycle of nine months for births. We have to keep patience if we wish to have new changes.

I as an individual have patience and self confidence that one day, my writing will bring at least one little change for the betterment of society or my writing is able to bring smile on face of a reader or may bring any positive thought in mind or may change the corrupt system. This may happen even later, when my body would not exist in this universe but my thoughts will exist.Then again I would be grateful to GOD as always I am, from wherever my Soul would exist(in this body or new designated body by GOD).
