The next challenge was to create "networks of networks" that could be linked together. This process is called "internetworking."

The first Web project was approved by the European Commission in 1993. The European headquarters of the World Wide Web Consortium were slated for CERN in Switzerland. The American headquarters were to be located at MIT in Boston.

Technical infrastructure
